ÖZ:

Refah devleti, toplumların kalkınmışlık seviyelerinin önemli göstergelerinden biridir. Ekonomik temellerin sağlam olduğu, demokratik değerlerin yerleşik ve güçlü olduğu, sosyal vatandaşlık haklarının korunduğu ve insanların yaşam kalitesinin yüksek olduğu toplumlar genellikle refah devleti olarak adlandırılır. Bu yoruma göre, refah devleti gelişmişliğin bir aşaması ve sonucudur. Ancak bu modernist kalkınmacı bakışın aksine, refah devletini kalkınmanın bir sonucu olarak değil, sebebi olarak görmek de mümkündür. Kalkınmacı refah devleti olarak somutlaşan bu model, sosyal sektörlere yapılacak yatırımlar öncesinde belli bir kalkınmışlık düzeyini beklemek gerekmediğine, tam aksine kalkınmanın bu yatırımlar sayesinde gerçekleşeceğine dayanmaktadır. Kalkınmacı refah devletinin, kalkınma politikalarında önemli bir alternatif teşkil ettiğini savunan bu çalışma, sosyal politikaların ve ekonomi politikalarının birbirine koşut ve birbirini destekler biçimde tasarlanması ve uygulanması gerektiği iddiasından hareket etmektedir. Sosyal inovasyon uygulamaları ise bu süreci kolaylaştıran araçsal bir işlev üstlenebilmektedir. Bu şekilde daha sağlam temellere dayanan sosyal politikalar sayesinde kalkınma ve refah devletine dönüşme sürecinin daha hızlı ve kolay olacağı kesindir.

ABSTRACT:

Welfare state is one of the important indicators of the development level of societies. Societies where economic foundations are solid, democratic values ​​are well established, social citizenship rights are protected and quality of life is high are generally called welfare states. According to this interpretation, welfare state is a stage and result of development. However, contrary to this modernist developmentalist view, it is possible to see the welfare state as the cause of development, not as a result. This model, embodied as a developmental welfare state, is based on the fact that it is not necessary to wait for a certain level of economic capability before the investments to be made in the social sectors; on the contrary, the development will be realized thanks to these investments. This study, which argues that the developmental welfare state constitutes an important alternative in development policies, is based on the claim that social policies and economic policies should be designed and implemented in parallel and in a way that supports each other. Social innovation practices, on the other hand, can assume an instrumental function that facilitates this process. In this way, it is certain that the process of transformation into a development and welfare state will be faster and easier for societies thanks to social policies based on more solid foundations.
