YÜKSELEN EKONOMİLERDE BÜYÜMEDEN YOKSULLAR DA FAYDALANIYOR MU?

ÖZ:

Dünya’da bir taraftan giderek artan zenginlik gözlenirken, diğer taraftan ise şiddetli ve geniş çaplı bir yoksulluk yaşanmaktadır. Son zamanlarda, ülkelerin kalkınma sürecinde ekonomik büyüme performansları ve kişi başına gelir düzeyleri önemli olmakla birlikte, bu gelirin nasıl dağıldığı, büyümenin yoksullara da yansıtılıp yansıtılmadığı, insanların kaliteli eğitim fırsatlarına sahip olmaları, uzun ve sağlıklı yaşam sürdürebilmeleri, cinsiyet eşitliği, özgürlük vb. kalkınma göstergeleri de önemle vurgulanmaktadır. Bu hususlar son dönemlerde ulusal ve uluslararası kuruluşların da ilk gündem konularından birisini oluşturmaktadır.

Toplumun büyük kesiminin ekonomik büyüme ve kalkınmadan yeteri derecede faydalanamaması ve yoksul kesimlerin ekonomik büyüme ile ters orantılı olarak gelir düzeylerinin düşmesi ya da ortalama artışın altında yükselmesi, ekonomik büyümenin ve kalkınmanın sürdürülebilirliğini de tehlikeye atmaktadır.

Bu çalışmada, yoksulluk ve kalkınma olgusu çok boyutlu bir perspektifle, yoksulların önceden belirlenmiş kriterlere göre büyümeden daha çok faydalanmasını, sadece ekonomik büyümeyi yeterli bulmayıp, büyümenin gelir dağılımına etkisi üzerinde odaklanarak yoksulluğu azaltan, Yoksul Odaklı Büyüme (YOB1) çerçevesinde analiz edilmiştir. Çalışmada ekonomik büyüme, gelir dağılımı, yoksulluk ve kalkınma göstergeleri arasında bir korelasyonun varlığı ortaya konulmuştur. Başta Türkiye olmak üzere yükselen ekonomilerde, YOB’nin ölçülmesi için bir yöntem geliştirilmiş ve ülkelerin YOB konusundaki performansları ölçülmüştür. Böylece analize konu yükselen ekonomilerde büyümenin yoksul odaklı mı yoksa yoksullaştıran büyüme mi olduğu test edilmiş ve yükselen ekonomiler için, faydalı ve uygulanabilir önerilere yer verilmesi amaçlanmıştır.

ABSTRACT:

Although, growing wealth has been observed on one side of the world, there has been severe and widespread poverty on the other side. While the economic growth performances and per capita income levels of the countries have been important in the development process of the countries, recently but also it has been emphasized the importance of some development indicators such as how the income is distributed, whether the growth is reflected in the poor, the people have quality education opportunities, long and healthy life, gender equality. These issues have recently been one of the first agenda items of the national and international organizations.

The fact that the majority of the population cannot benefit enough from economic growth and development and the income levels of the poor are inversely proportional to the economic growth or the increase below the average growth rate is also jeopardizing the sustainability of economic growth and development.

In this article, poverty and development have been analyzed within a multi-dimensional perspective of Pro-Poor Growth (PPG): in which incomes of poor people grow faster than those of the population as a whole in accordance with pre-set criteria, focusing on not only the effect of economic growth but also on income distribution to reduce poverty. In the study, the correlation among economic growth, income distribution, and poverty and development indicators has been examined. On the other hand, in emerging economies, particularly in Turkey, a method for measuring the PPG has been developed and the performance of the countries in the PPG issue has been measured. So, it has been tested whether the growth in analyzed emerging economies is Pro-Poor or Immiserizing Growth. Finally it has been intended to give useful and applicable recommendations for emerging economies.
