ÖZ:
Savaş sonrası refah devletleri esas olarak işgücü piyasasından gelir elde etme yeteneğinin kesintiye uğraması riskinin aileler üzerindeki olumsuz sonuçlarını ortadan kaldırma amacı etrafında oluşturulmuştur. Ancak günümüzde sosyal risklerin yapısı, türü ve niteliği derinden değişmiş ve artık eğreti istihdam, çalışan yoksulluğu, uzun dönemli ve yapısal işsizlik, bekâr ebeveynlik gibi yeni sosyal risk türleri yaygınlaşmıştır. Bu da geleneksel refah devletlerinin bu yeni koşullara göre yeniden tasarlanmasını ve adapte edilmesini gerektirmiştir. Yeni sosyal riskler tartışması aynı zamanda, refah devletinin sonunun geldiği ve artık uygulanabilir olmadığı iddialarına da yeni bir açılım ve cevap niteliğindedir. Bu sayede, refah devletinin hem teorik hem de uygulama safhalarında kabuk ve yöntem değiştirerek hala uygulanabilir olduğunun kanıtıdır. Nitekim refah devletini doğuran ve onu sürekli gerekli kılan sosyal riskler ortadan kalkmamış; sadece nitelik ve tür değiştirmişlerdir. Bu çalışma ile varılan sonuç, refah devletlerinin yeni sosyal risklere karşı hak temelli ve hayırseverlik/yardımseverlik temelli sosyal koruma anlayışları çerçevesinde dengeli bir şekilde yeniden tasarlanması ve refahta yönetişim ilkesinin hayata geçirilmesi gerektiğidir.

ABSTRACT:
Postwar welfare states were built on the aim of protecting families from negative consequences of losing the ability of gaining income from labour markets. However, the structure, type and features of social risks have changed deeply today and new social risk types such as precarious employment, the working poor, long term and structural unemployment, single parenthood have emerged. This new era in social risks required welfare states to be redesigned in conformity with these new circumstances and be adapted finely to them. Besides, debates on new social risks bring a new perspective for the claims that welfare state has reached its end and is not applicable anymore. To this end, this debate indeed provides the proof of welfare state is still applicable after a successful reorganization to the new era. The risks which produced the welfare state in the first place have not disappeared, but transformed deeply in regards of their types and features. The result of this study is that welfare states are in need of redesign around new social risks with the right combination of rights-based and charity-based policies and the principle of “governance in welfare” should be realized immediately.
