ÖZ:

Küresel çapta ortaya çıkan finansal krizler, artan işsizlik, gelir dağılımındaki adaletsizlikler, iklim değişikliği gibi sosyo-ekonomik ve çevresel sorunlar nedeniyle alternatif ekonomik sistemlere yönelik arayışlar, kendini her zamankinden daha fazla hissettirmektedir. Sosyal refah sağlamayan sürekli iktisadi büyüme baskısı yerine haksız rekabeti ortadan kaldıran ve ekonomi hayatında da toplum yararına işbirliğini temin eden yeni ekonomi modellerin başında son yıllarda Toplum Yararı Ekonomisi (TYE) modeli gelmektedir. Bu makalede, teori ve pratik yönleriyle ayrıntılı bir biçimde TYE’nin kitabını yazan Avusturya doğumlu Christian Felber'in ekonomi modelinin unsurları ve uygulama alanları, objektif kriterlere göre ele alınacak ve eleştirel yönleriyle değerlendirilecektir. Öncelikle yöntemsel olarak birinci bölümde literatür taramasına dayalı toplum yararı bağlamında temel kavramlar, tarihsel ve anayasal arka planı da dikkate alarak açıklığa kavuşturulacaktır. İkinci bölümde ise Felber’in TYE modelinin diğer ekonomi sistemlerinin içindeki konumu, makro-ekonomik, finansal, sosyal politika ve mikro (işletmecilik) boyutuyla irdelenecek ve en nihayetinde modele yönelik eleştirel görüşlere de yer verilecektir. Sonuç itibariyle TYE modelinde insan onuru, dayanışma ve çevre sağlığı bağlamındaki önerilerin, toplum hayatında olduğu kadar iktisat dünyasında da her zaman geçerli değerler olduğundan hareketle, mevcut neo-liberal sistemlerin de iyileştirilmeye muhtaç olduğu kanaatine varılmıştır.

ABSTRACT:

Due to the global financial crises, increasing unemployment, inequalities in income distribution, and socio-economic and environmental problems such as climate change, the search for alternative economic systems makes itself felt more than ever. In recent years, the Common Good Economy (CGE) model is one of the leading new economic models that eliminates unfair competition and ensures cooperation for the benefit of society in economic life, instead of the constant pressure of economic growth that does not provide social welfare. The aim of this article is to examine the elements and application areas of the economic model of Austrian-born Christian Felber, who wrote the book on CGE in detail with its theory and practical aspects, and will be critically evaluated. First of all, methodologically, in the first part, the basic concepts in the context of community benefit based on literature review will be clarified by taking into account the historical and constitutional background. In the second part, the position of Felber's CGE model in other economic systems will be examined in terms of macro-economic, financial, social policy and micro (business) dimensions, and finally, critical views on the model will be included. As a result, it has been concluded that the existing neo-liberal systems are in need of improvement, considering that the suggestions in the CGE model in the context of human dignity, solidarity and environmental health are always valid values in the economic world as well as in the social life.
