ÖZ:
Türkiye’de, neo-liberal politikalar doğrultusunda 1980’lerde başlayan ekonomik yapıdaki dönüşümle birlikte, kamu koruyuculuğunun azalması, çalışma yaşamındaki değişimler ve zorunlu göçler sonucunda ortaya çıkan yoksullaşma, yeni yoksulluğun temel nedenini oluşturmuştur. Yeni yoksulluk, eski yoksulluktan farklı olarak, daha geniş kitleleri kapsarken, sosyal yardım araçlarını da arttırarak çeşitlendirmiştir. Ancak, sosyal yardım alanındaki bu çeşitliliğe ve düzenlemelere rağmen, yardımlar geçici özelliğinden uzaklaşmış, yoksulluğun giderilmesinden çok, yoksulluğun yönetilmesine dönüşerek, kalıcı hale gelmeye başlamıştır. Bu biçime bürünmüş sosyal yardımlar, yoksullukla mücadele etmenin gerisinde, onu sürdürülebilir bir düzeyde tutarak, siyasi devamlılığın ve hayırseverliğin bir aracı haline getirmiştir. Bu çalışmada da, paradoks olarak nitelenen bu oluşumun peşinden gidilecek ve sosyal yardım alanında yaşanan sorunlar, yeni yoksulluk çerçevesinde tartışılacaktır.

ABSTRACT:
In Turkey with the transformation of economic structure toward the neo-liberal policies started in 1980s, decrease in public securement, changes in work life and poverty as a result of forced migration have formed the main reasons of the new poverty. As distinct from the old poverty, new poverty has increased and diversified the social aid means while comprising wider crowds. However, despite these diversities and the regulations in social aid field, the aids have moved away from their temporary character and started to become more permanent while being transformed to the administration of the poverty, rather than eradication of it. Also, these remodeled social aids have made the poverty becoming a device of charity and the political durability while keeping it in a sustainable level rather than allevi ating it. In this study, this constitution which is generally described as a paradox will be followed and the encountered problems will be discussed within the frame of new poverty.
